Working in Huntington Beach

Huntington Beach incorporated in 1909 and grew on oil: the city says the 1920 strike was the largest California oil deposit known at the time. Its biggest change came later. Census counts put the population at about 11,500 in 1960 and almost 116,000 by 1970, so a large share of today's neighborhoods likely date from that boom, and many of those houses were wired for the appliances of their day, not for EV chargers, heat pumps and induction ranges. Census figures show that 55.4% of occupied homes are owner-occupied, so the work is a mix of owners planning upgrades and landlords keeping rentals and apartment buildings safe.

The city is also more than houses near the sand. It refers to its 18 mobile home communities, Boeing runs a major installation here, and the north-west side has industrial and research buildings around Gothard Street and Bolsa Avenue. Before any price is given, Infinity Electrical Inc. (CSLB #1100231) looks over the panel, the wiring and the site, and the quote that follows is in writing. Census figures show about one in four residents age 5 and over speaks a language other than English at home; customer assistance is available in English and Spanish.

What's common in Huntington Beach homes

Boom-era tract houses, rentals, mobile home communities and industrial buildings each bring different electrical work in Huntington Beach.

  • Houses from the growth years. With the population growing roughly tenfold during the 1960s, many houses here may still have their original service panels and branch wiring. Adding a charger, a heat pump or a remodeled kitchen often starts with a load calculation to see whether the existing service can carry it.
  • Rented houses, condos and apartments. Close to half of occupied homes are rented, so meter banks, common-area panels and unit panels are a regular part of the work, along with repairs that have to be scheduled around tenants.
  • Mobile home communities. The city refers to 18 mobile home communities, and a 2013 city zoning proposal described 10 existing parks that are mainly occupied by seniors 55 and older. The city notes that its parks are governed by the state Department of Housing and Community Development (HCD), so we confirm the right office for a job inside a park before work starts.
  • Industrial and research buildings. A 2019 news report described a proposed research and technology (R&T) zoning amendment covering the Gothard Street corridor and the city's north-western industrial areas, and the Orange County Business Journal reported the same year that former Boeing land at Bolsa Chica Street and Bolsa Avenue was being redeveloped into a multi-building business park. A new tenant in buildings like these may need three-phase circuits, feeders to machinery or brighter warehouse lighting.

Permits and power in Huntington Beach

Huntington Beach (ZIP codes 92646 to 92649, plus 90742 in Sunset Beach) runs its own building department, and Southern California Edison owns the lines and the meter. Sunset Beach, the strip along Pacific Coast Highway next to Huntington Harbour, was an unincorporated community until the city annexed it in 2011. It keeps its own 90742 ZIP code, but permits there now come from Huntington Beach, not the county.

Permits come from the Building & Inspections division of the city's Community Development Department. Applications, plan check submittals, fees and inspection requests go through the city's online portal, the HB ACA Portal, and the city encourages electronic submittals. An electrical permit starts with the city's Electrical Permit Application, and a contractor needs a Huntington Beach business license to pull one. For jobs that need plan review, the city lists 20 business days for a first submittal.

EV chargers have a separate path in the municipal code. Title 17 includes Chapter 17.62, Expedited Electric Vehicle Charging Station Permitting, the kind of streamlined process state law (AB 1236) asks cities to adopt. We check whether a charger qualifies and prepare the load calculation and electrical details the city asks for.

Power is SCE's again from end to end. The City Council voted in May 2023 to leave the Orange County Power Authority (OCPA), a community choice energy provider formed by several Orange County cities, and the power authority says Huntington Beach customers went back to SCE in 2024: solar (net metering) customers starting in April and everyone else in June. SCE is once more both the supplier and the delivery utility. When a panel upgrade changes the service, SCE wants the request entered on its Building, Renovation and Project Planning Portal; asking SCE to relocate or take out its own equipment is a phone request instead. Work that stays on the customer's side of the meter, such as a repair, new lighting or a charger the present panel can carry, normally needs nothing from SCE.

The permits and utilities guide explains the whole picture for the three counties we serve.

Around Huntington Beach

Huntington Beach borders Seal Beach to the north-west, Westminster to the north, Fountain Valley to the north-east, Costa Mesa to the east and Newport Beach to the south-east. Every one of the five issues its own permits, and SCE serves all of them, so the meter and the lines on either side of the city line are SCE's. The difference is supply: Fountain Valley joined the Orange County Power Authority, which the city says launches service there in October 2026, while Huntington Beach went the other way and left it. That changes who supplies the power, not who owns the meter or how a service upgrade is requested.

Questions people ask

Is Huntington Beach still part of the Orange County Power Authority?

No. The City Council voted to leave in May 2023, and the power authority says Huntington Beach customers returned to SCE in 2024, so SCE now supplies and delivers the power. For electrical work that means one utility from start to finish, and a panel upgrade is requested from SCE through its renovation portal.

Do I need a permit for an EV charger in Huntington Beach?

Yes. A charger circuit needs a city electrical permit, and Chapter 17.62 of the Huntington Beach Municipal Code sets out a faster route for qualifying chargers. Applications go through the city's HB ACA Portal, and we prepare the load calculation and electrical details first. How we approach EV charger installation.

I live in Sunset Beach. Is my permit from the county or the city?

From the City of Huntington Beach. Sunset Beach was annexed in 2011, so even though it keeps the 90742 ZIP code, electrical permits and inspections come from Huntington Beach's Building & Inspections division, and SCE remains the utility.

Do you work in Huntington Beach mobile home parks?

Yes. Huntington Beach has 18 mobile home communities by the city's count, and we work for both residents and park owners, from a new circuit at one home to panel work on a park's system. Because the city says HCD, the state housing department, regulates the parks, we check which office has authority over your park before quoting. More on electrical work in mobile home parks.

Can you add three-phase power for a shop near Gothard Street or Bolsa Avenue?

Usually, if SCE already brings three-phase service to the building; if it doesn't, SCE has to supply it before three-phase circuits can be added. We check the service, the panel and the machine's nameplate, then coordinate the city permit and whatever SCE needs for a bigger service. Tenant work like this is covered on our commercial electrical page.

My Huntington Beach house is decades old. Do I need a new panel for a charger or heat pump?

Not always: a load calculation shows whether the existing service has room. If it does, the new circuit can go on the existing panel; if not, a panel upgrade may be needed first, and we explain which applies before any price is set.
