What's common in Van Nuys homes

Van Nuys housing was built fast, in the decade after the war, and much of it was built to rent. Both show up when we open the panel.

  • Courtyard, garden and later apartment buildings. From 1940s courtyard buildings and Hazeltine Gardens to 1950s complexes and everything since: meter banks, house panels, laundry and common-area circuits, and work planned so tenants are without power no longer than the job needs.
  • Ranch-style tracts from 1947 to 1955. The Mellenthin and Weinstock subdivisions still carry original services with few circuits and seventy years of additions. A load calculation comes before any charger quote, and a panel replacement is often the honest first step.
  • The HPOZ and the oldest houses. Craftsman, Spanish Colonial Revival and Minimal Traditional homes from 1911 onward, some with early wiring: rewiring planned around the house, and exterior equipment placed with the overlay review in mind.

Permits and power in Van Nuys

Van Nuys ZIP codes (91401, 91405, 91406, 91411) are shared with Lake Balboa, Valley Glen and part of Sherman Oaks, all carved from former Van Nuys streets and all City of Los Angeles, so the postmark never changes the office or the utility here. The local rule is the Van Nuys HPOZ: on streets inside the overlay, exterior alterations need the Planning Department's approval, and a new meter or panel on the outside of a house counts. We check the overlay boundary and talk to the HPOZ planner before proposing a location.

Apartment buildings are the other local factor. On an apartment building a service upgrade usually means a new meter bank, and every unit is off while LADWP disconnects and reconnects it.

Permits come from the Los Angeles Department of Building and Safety (LADBS). A new circuit, an EV charger, a sub-panel or a panel replacement is permitted work, and LADBS will not send an inspector until the permit is issued. We pull it under our license and meet the inspector at the end.

Power comes from the Los Angeles Department of Water and Power (LADWP), not Southern California Edison. For repairs, lighting, new outlets and a charger that fits on the existing panel, LADWP is not involved. For a panel or service upgrade it is: the job starts with LADWP's free meter spot, where an Electric Service Representative visits within five to fifteen business days, confirms where the new equipment may go and leaves a sketch at the job (single-family services up to 320 amps can be requested online). When only the meter needs setting, LADWP says that generally happens within ten working days. If the existing LADWP service can carry the new load there are generally no LADWP charges; work in the street, on a transformer or on the lines can add cost and time, and we find that out before you commit.

Questions people ask

Our Van Nuys building still has its original meter bank. What does replacing it involve?

An LADBS permit, LADWP's approval of the new equipment, and one day when the whole building is off while the old bank comes out and the new sockets and disconnects go in. We give you the date well ahead so tenants can be told, keep the outage to the length of the work, and hand you the permit and inspection paperwork for your file.

My house is in the Van Nuys HPOZ. Does that change a panel upgrade?

It can change where the equipment goes, not the electrical permit. The overlay covers houses from 1911 onward, and a new panel or meter on the outside counts as an exterior alteration. The simplest path is usually to keep the new equipment where the old one was; if it has to move or grow, we talk to the HPOZ planner before applying at LADBS and propose a location that keeps the review short.

Why does the breaker trip every August in my apartment?

Usually because a window or portable air conditioner shares a circuit with the kitchen or the rest of the unit, on a service sized in the 1950s. August highs at the Van Nuys Airport station average 93 degrees, and that's when the shared circuit gives up. A dedicated circuit for the air conditioner fixes it in most units; in some buildings the house panel is the real limit, and we tell you which.
