What's common in North Hollywood homes

Almost everything in North Hollywood was built between the late 1930s and the late 1970s, and most of it is rented. The electrical work follows from those two facts.

  • Courtyard apartments and bungalow courts from the 1930s and 40s. Shared meter banks, small services per unit, original wiring, and window air conditioners on circuits never meant for them. Dedicated circuits, unit-by-unit rewiring and meter-bank replacements are the usual jobs.
  • Wartime and post-war houses. The Minimal Traditional homes on Carpenter, Simpson and Morella avenues went up between 1940 and 1948, and the tracts that followed have 60- and 100-amp services, two-prong outlets and additions by whoever was around.
  • 1950s and 60s apartment districts near Valley Plaza. House panels, laundry rooms and common-area lighting that owners need kept up to code.
  • New buildings around the Metro station. Modern services with capacity designed in; the work is chargers in assigned parking and tenant improvements for ground-floor retail.

Permits and power in North Hollywood

North Hollywood (ZIP codes 91601, 91602, 91605, 91606) is City of Los Angeles, but its eastern edge runs along Burbank, a separate city with its own building department and its own utility, Burbank Water and Power, whose service-upgrade procedure is different from LADWP's. Part of Toluca Lake spills over into Burbank as well. Near the line a few blocks decide which rules apply, so we confirm the side from the exact address or the utility bill.

Inside North Hollywood, the local factor is the courtyard building. A 1930s or 40s bungalow court feeds its units from a shared meter bank, so a service upgrade takes the whole court off while LADWP disconnects and reconnects, and the date is chosen with tenants in mind.

Tenant improvements in the theaters, studios and storefronts of the NoHo Arts District are permitted under each building's existing service, so we settle the scope with the landlord before anything is submitted.

Permits come from the Los Angeles Department of Building and Safety (LADBS). A new circuit, an EV charger, a sub-panel or a panel replacement is permitted work, and LADBS will not send an inspector until the permit is issued. We pull it under our license and meet the inspector at the end.

Power comes from the Los Angeles Department of Water and Power (LADWP), not Southern California Edison. For repairs, lighting, new outlets and a charger that fits on the existing panel, LADWP is not involved. For a panel or service upgrade it is: the job starts with LADWP's free meter spot, where an Electric Service Representative visits within five to fifteen business days, confirms where the new equipment may go and leaves a sketch at the job (single-family services up to 320 amps can be requested online). When only the meter needs setting, LADWP says that generally happens within ten working days. If the existing LADWP service can carry the new load there are generally no LADWP charges; work in the street, on a transformer or on the lines can add cost and time, and we find that out before you commit.

Is North Hollywood served by LADWP or by Burbank Water and Power?

LADWP. North Hollywood is inside the City of Los Angeles, and Burbank Water and Power serves only addresses inside the City of Burbank, which starts at the neighborhood's eastern edge. If your bill comes from LADWP, we handle the LADWP side of a service upgrade; if it comes from BWP, you're in Burbank and a different procedure applies. Either way, we confirm the address before the estimate.

Our NoHo storefront is becoming a small theater. Who handles the electrical permit?

LADBS, as a tenant improvement under the building's existing service. Stage lighting, sound and the circuit for the dimmers or lighting controls each need planning, and the landlord usually wants to see the scope first. We pull the permit under our license and schedule the work around your rehearsals and shows.

The lights dim when the air conditioner starts in my apartment. Is that dangerous?

It's a sign the circuit is loaded close to its limit, and worth a look. In 1940s and 50s buildings a window unit usually shares a circuit with the kitchen or the whole unit, and the compressor's starting draw pulls the voltage down for a moment. A dedicated circuit for the air conditioner usually cures it; if the unit's own panel or the house panel is undersized, we tell you that instead.

We own a 1930s bungalow court. Can it be rewired one unit at a time?

Usually, yes, and it's how we prefer to work in an occupied building. Each cottage is normally fed separately from the meter bank, so we can rewire one while the others carry on, and keep each tenant's outage to the working day. Whether the meter bank and service also need replacing is settled first, because that's the one step that takes the whole court off. We look at the meter bank and a couple of units on the site visit and give you a plan in writing.
