Call (844) 430-7681Request an estimateVentura is the everyday name of the City of San Buenaventura, the Ventura County seat, incorporated in 1866 and named for Saint Bonaventure. Its downtown grew around the mission and then filled in during the 1920s oil boom, when the Ventura Oil Field pushed real estate outward; the Ventura Theatre and Mission Theatre both date from 1928. A century later, the wiring question in a house near Main Street is often what has been added on top of the original circuits, and whether the panel can carry a heat pump, an induction range or a car charger.
The rest of the city is a long strip between the hills and the ocean, from the Westside and Midtown to the East End, Montalvo and Saticoy at the mouth of the Santa Clara River Valley. Census figures put the owner-occupied rate near 56% and household size at about 2.56 people, so the work is a steady mix of owner remodels, landlord repairs and small business jobs. Roughly a quarter of residents age 5 and up speak a language other than English at home; our office can help you in English or Spanish. Free estimates on eligible work.

Ventura's housing runs from oil-boom bungalows near the mission to hillside homes, coastal tracts, mobile home parks and storefronts, and each brings different electrical questions.
Ventura (ZIP codes 93001 to 93007 and 93009) runs its own Building and Safety Division, which reviews plans, issues permits and inspects work under the California codes as the city has amended them. Applications, inspection requests and permit records all go through Ventura OPS, the city's Online Permit Services portal.
Instant permits. For a single-family home inside city limits, the city offers instant online permits through a platform called Symbium. An electrical service panel upgrade of up to 400 amps qualifies, and so does a full-house rewire (a partial rewire does not). Battery energy storage is on the same list, limited to contractors holding an A, B, C-10 or C-46 license. Duplexes, multifamily buildings, mobile homes and commercial property are excluded, so those jobs take the regular route.
EV chargers are not on the instant list. The city's residential charging page says submittals go through Ventura OPS, that the electrical work must be done by a licensed electrical contractor under Ordinance 2017-013, and that the field inspector checks the installation against the stamped, approved plans. We draw the circuit to match what will actually be built.
Who supplies the power. The city council voted in February 2018 to join Clean Power Alliance; homes switched in February 2019 and businesses in May 2019. Accounts were placed in CPA's 100% Green Power option unless the customer chose the 50% Clean or 36% Lean option, or opted out back to Southern California Edison. Whatever the bill says about generation, SCE delivers the power and owns the meter, and its building and renovation project pages list a panel upgrade or meter spot on an existing service as a request made to SCE. A new circuit or fixture on your side of the meter usually needs nothing from SCE at all.
Fire weather and shutoffs. The city's red flag warning page tells residents that during National Weather Service red flag conditions SCE reviews the fire threat before alerting customers to a Public Safety Power Shutoff, and to be ready for an outage. In July 2025 the city council approved an updated Fire Hazard Severity Zone map that places more than 4,600 acres of the city in High or Very High zones; the city's interactive map shows the zone for any address. A generator inlet with a transfer switch or interlock, or a battery system on a critical-loads panel, keeps the essentials running without anything feeding back onto SCE's lines.
Not every Ventura address is in the city. Most of Saticoy has been annexed, but Old Town Saticoy, which shares the 93004 ZIP code, remains unincorporated. Casitas Springs, up the Ventura River toward Oak View, is unincorporated as well. Outside city limits the County of Ventura's Building and Safety Division is the permit office, and the city's instant permits do not apply. We check the parcel before we price the job.
The permits and utilities guide explains the whole picture for the three counties we serve.
Oxnard, across the Santa Clara River, is a separate city with its own building department. Ojai, up the Ventura River valley, and Santa Paula, inland along the Santa Clara River, are separate cities too, and both are Clean Power Alliance communities on SCE lines like Ventura. Old Town Saticoy and Casitas Springs are unincorporated, so their permits come from the County of Ventura rather than from any city.

Often, yes: the City of Ventura issues instant online permits for single-family homes, and an electrical service panel upgrade of up to 400 amps is on the list. Duplexes, multifamily buildings, mobile homes and commercial property go through the regular Ventura OPS process instead, and SCE's part, such as the meter, is requested separately. See panel upgrades.
No; residential charging stations are submitted through Ventura OPS with plans, and the field inspector checks the finished work against the stamped, approved set. The city also requires the electrical work to be done by a licensed electrical contractor under Ordinance 2017-013. See EV charger installation.
Both, in different roles: Clean Power Alliance supplies the electricity by default (Ventura accounts were enrolled in its 100% Green Power option in 2019), and SCE delivers it, owns the meter and sends the bill. You can switch to another CPA option or opt out to SCE, but for electrical work nothing changes, because any service or meter request still goes to SCE.
It can, and the city's red flag guidance tells residents to be ready for a possible outage when SCE weighs a Public Safety Power Shutoff. Check your address on the city's fire hazard map; if a shutoff would be a problem, a transfer switch for a portable generator or a battery backup system can keep chosen circuits on. Run any generator outdoors, well away from windows, doors and vents. Read our pre-shutoff checklist and backup power.
The County of Ventura does, because Old Town Saticoy has not been annexed, even though the rest of Saticoy is inside the city. The County's Building and Safety Division handles unincorporated areas, and the city's instant permits don't apply there. Send us the address and we confirm the jurisdiction before quoting.
Yes, we do repairs, new circuits and panel work for residents and park owners in Ventura's twelve privately owned parks. HCD is the default enforcement agency for mobilehome parks, so we check which agency covers your park before any permitted work. More on our mobilehome park electrical work.
Usually, yes, though where the meter and panel end up matters more than in other neighborhoods. If equipment would move to a wall seen from the street, we raise it with city staff first and keep the new service where the old one was when we can. Older panels such as Federal Pacific and Zinsco are worth replacing regardless.
