Permits come from the City of Burbank Community Development Department, Building & Safety Division. Residential projects that do not need plan check can be permitted online as Simple Permits, and inspections are booked through the city's online permit system. For a new or upgraded service, the application needs BWP's confirmation of the service first.

Power comes from Burbank Water and Power, which publishes the order for a new or upgraded service: book a meter spot with a residential Electrical Service Planner (allow up to five business days after the visit to receive it); apply for the city permit with BWP's confirmation; pay any BWP charges listed on the meter spot and request the meter unlock with the permit number; pass the city's final inspection, after which the city notifies BWP; then allow up to ten business days for BWP's crews to connect. Any aid-in-construction charge is separate from the permit fee, and BWP says a 200-amp single-meter home is currently exempt from its capacity charge.

An underground service adds steps: BWP inspects the conduit before it is covered, separately from the city's inspection, and digging in the parkway or street needs a Public Works excavation permit. Repairs, new circuits, lighting and chargers that do not change the service involve the city only.

Why does a panel upgrade in Burbank start with BWP?

Because the city will not take the electrical permit application without BWP's confirmation of the new service, which comes from a BWP Electrical Service Planner's site visit and meter spot. After the city's final inspection, the city notifies BWP, which generally connects the service within ten business days. We book the planner visit at the start of every panel upgrade, so the permit is never waiting on it.

Does BWP give a rebate for a home EV charger?

BWP's residential program, as its terms read in October 2026, covers a new Level 2 charger installed by a licensed electrical contractor, with a City of Burbank permit that has been finaled; you apply within six months of the final, and the home moves to BWP's residential EV time-of-use rate. Funding is limited and the program can change, so check the current terms before you buy. We get the permit finaled and give you the invoice details the application asks for.

We are moving our service underground. What changes?

More inspections and one more permit. BWP inspects the conduit before it is covered, separately from the city's inspection, and any trench in the parkway or street needs a Public Works excavation permit and inspection. We schedule them in order so the trench is not left open waiting.

Our house is from the 1940s. Does it need rewiring?

It depends on what is in the walls. Original wiring that has not been disturbed or overloaded can be serviceable; wiring spliced and extended through several remodels usually is not. We open the panel and a sample of boxes on the site visit, tell you what you have, and whether a rewire should be paired with a service upgrade.
