Working in Lake Forest

Lake Forest sits in the Saddleback Valley between Irvine and Mission Viejo, with the foothills of the Santa Ana Mountains along its northeast edge. For more than a century the area was called El Toro, and it took the name Lake Forest when it became a city on December 20, 1991, after the lake community and the eucalyptus grove planted near Serrano Creek. In 2000 the city expanded to take in the master-planned communities of Foothill Ranch and Portola Hills, which is why addresses there are City of Lake Forest even though many residents still give the community name first, and some Portola Hills homes have a Trabuco Canyon mailing address.

The city's housing records describe a place built mostly in two waves. Among owner-occupied homes counted in its 2013–2021 housing element, 39 percent were built in the 1970s and 29 percent in the 1980s, with another 22 percent from the 1990s and only about one in ten from before 1970. More than half of all homes are single-family houses, about 15 percent are attached townhomes and condos, and a little over a quarter are apartments. One number stands out: 1,272 mobile homes, about 5 percent of the city's housing in that count, compared with about 3 percent countywide in the same count.

What's common in Lake Forest homes

Lake Forest's housing mix follows its history: El Toro-era tracts from the 1960s and 70s near the old town and the lakes, master-planned 1980s and 90s communities farther up the hill, a large group of mobile homes and business parks along the main corridors.

  • 1970s tracts in El Toro and around the lakes. The biggest single group of owner-occupied homes in the city went up in the 1970s. Where the original panel is still in place, it is now around fifty years old and was sized before EV chargers, heat pumps and induction ranges, so panel capacity is usually the first question when one of those is added.
  • 1980s and 1990s planned communities. Foothill Ranch, Portola Hills, Rancho de los Alisos and Serrano Highlands are master-planned communities, many with homeowner associations and attached townhomes. Wiring is newer here; the work is more often chargers in garages, added circuits, lighting and backup power for homes near the foothills.
  • Mobile homes. With roughly 1,272 mobile homes counted in 2012, Lake Forest has a real share of residents in mobile home parks. Inside a park, permits and inspections come from the park's enforcement agency, usually the state's HCD, rather than City Hall, and who is responsible depends on which side of the space's pedestal a problem sits, as explained in our article on who fixes a mobile home park electrical problem.
  • Newer neighborhoods. Baker Ranch is among the planned communities listed in the city's 2021–2029 housing element, which notes that most of the city's housing was built after 1978. Newer homes often have more panel capacity, so the jobs tend to be additions such as chargers, lighting and backup power.

Permits and power in Lake Forest

Who supplies the power. The city lists Southern California Edison as its electricity provider. Unlike neighboring Irvine, Lake Forest is not part of the Orange County Power Authority: the City Council voted in February 2021 to leave it. So in Lake Forest, SCE both owns the lines and supplies the electricity, and a service upgrade or meter change is scheduled with SCE alone.

Who issues the permit. Lake Forest runs its own Building and Safety division at City Hall on Civic Center Drive, covering ZIP codes 92630, 92610 in Foothill Ranch, and parts of 92609 and 92679; on jobs with Infinity Electrical, the city permit and inspection are coordinated as part of the work.

Solar on the roof, panel work in a separate permit. The city accepts eligible residential rooftop solar through the automated SolarAPP+ system, but its solar page says any change to the main service panel needs its own application and permit, and that SCE's spot sticker is required for a main panel upgrade. If a solar company has told you the panel must be replaced first, that panel replacement is the electrical job we do, under its own permit, before or alongside the solar work. We don't install solar.

Fire zones in the foothills. In March 2025, CAL FIRE sent Lake Forest new Fire Hazard Severity Zone maps showing Moderate, High and Very High zones, covering more of the city than the 2007 map did. The 2007 Santiago Fire burned to the back yards of houses in Foothill Ranch and Portola Hills, though no homes there were destroyed. Fire zones mostly affect building materials and brush clearance, not ordinary electrical work. Separately, SCE has considered Public Safety Power Shutoffs in parts of the city during strong winds, based on its own fire-risk areas: in October 2019, Lake Forest and Portola Hills both appeared on SCE's list of areas under consideration for a shutoff. Whether your street can be affected depends on the circuit that feeds it, which SCE's own outage and PSPS tools show by address.

The permits and utilities guide explains the whole picture for the three counties we serve.

Around Lake Forest

West of Lake Forest, Irvine is a separate city and a member of the Orange County Power Authority, which is the default electricity supplier there while SCE still owns the lines and does any meter work. Mission Viejo to the southeast and Laguna Hills and Laguna Woods to the southwest are also separate cities with their own building departments, all served by SCE. The canyon areas to the east, such as Trabuco Canyon and Silverado Canyon, are unincorporated, so permits there come from OC Public Works rather than from Lake Forest. Before quoting, we check which side of the line an address is on.

Questions people ask

Is my Foothill Ranch or Portola Hills home in Lake Forest or in the county?

In the City of Lake Forest. The city annexed Foothill Ranch and Portola Hills in 2000, so electrical permits there come from Lake Forest's Building and Safety division, not from Orange County. Homes farther out in the canyons, such as Trabuco Canyon, are unincorporated and are permitted by OC Public Works. A Trabuco Canyon mailing address does not always mean a home is outside the city, so we confirm by address.

Does Lake Forest get its power from SCE or from the Orange County Power Authority?

From Southern California Edison. Lake Forest's City Council voted in 2021 to leave the Orange County Power Authority, and the city lists SCE as its electricity provider. That makes a service upgrade simpler to schedule: the meter work, the release and the reconnection are all with SCE.

My solar installer says my panel has to be upgraded first. Who does that?

A licensed electrician, under its own permit. Lake Forest's solar page says rooftop solar can go through the SolarAPP+ system, but any change to the main service panel needs a separate application and permit, and a main panel upgrade needs SCE's spot sticker. We do the panel upgrade and coordinate it with SCE; we don't install the solar system itself.

Can a generator or battery keep my Lake Forest house running during an SCE shutoff?

Yes, if it's connected the safe way. A generator must feed the house through a transfer switch or an interlock with a permitted inlet, never through a cord plugged into an outlet, and it has to run outdoors, away from windows, doors and vents. Battery systems are wired to the circuits you choose. We install the connection; we don't sell generators. Our transfer switch vs. interlock guide explains the difference.

Do you work in Lake Forest mobile home parks?

Yes. Work on a mobile home in a park, such as a new circuit, a panel or a ceiling fan, is permitted through the park's enforcement agency, usually the state's HCD, rather than the City of Lake Forest. Problems on the park's side of the pedestal are the park's responsibility. We tell you which applies before any work starts.
