What's common in Sylmar homes

Much of Sylmar's housing went up between 1940 and 1960, more came in the growth years of the 1980s, and horse lots, hillside streets and mobile home parks sit among the tracts.

  • 1940s to 60s tract houses. Small original services, few circuits, two-prong outlets, and kitchens and air conditioning added over the decades. Many of these houses need a load check before an EV charger or a heat pump, and some need a new panel.

Permits and power in Sylmar

Sylmar (ZIP code 91342) is City of Los Angeles, so the citywide steps below apply. The boundaries that change things: the City of San Fernando, on Sylmar's southern edge, is a separate city with its own Building and Safety Division, and Southern California Edison supplies its electricity, not LADWP. The unincorporated canyon communities nearby, such as Kagel Canyon and Lopez Canyon, get their permits from Los Angeles County Public Works. If your address is near one of those lines, we confirm which side it's on before the estimate.

Homes in mobile home parks follow state rules: electrical work on the home itself is permitted and inspected by the state's Department of Housing and Community Development (HCD), not LADBS. The FAQ below explains what that means in practice.

On horsekeeping lots, a barn, stable or other equine structure needs an LADBS building permit, and a small shed loses its exemption once it has electrical in it. On the hillside streets inside the Very High Fire Hazard Severity Zone, brush must be cleared within 200 feet of structures, so outdoor runs and equipment belong in cleared ground. On a big lot with a long overhead drop, ask LADWP early whether its side of the service needs work too.

Permits come from the Los Angeles Department of Building and Safety (LADBS). A new circuit, an EV charger, a sub-panel or a panel replacement is permitted work, and LADBS will not send an inspector until the permit is issued. We pull it under our license and meet the inspector at the end.

Power comes from the Los Angeles Department of Water and Power (LADWP), not Southern California Edison. For repairs, lighting, new outlets and a charger that fits on the existing panel, LADWP is not involved. For a panel or service upgrade it is: the job starts with LADWP's free meter spot, where an Electric Service Representative visits within five to fifteen business days, confirms where the new equipment may go and leaves a sketch at the job (single-family services up to 320 amps can be requested online). When only the meter needs setting, LADWP says that generally happens within ten working days. If the existing LADWP service can carry the new load there are generally no LADWP charges; work in the street, on a transformer or on the lines can add cost and time, and we find that out before you commit.

I live in a mobile home park in Sylmar. Who permits electrical work on my home?

The state. Work on the home itself, such as a new panel, added circuits or a service upgrade, is permitted and inspected by California's Department of Housing and Community Development (HCD), not LADBS; an electrician can swap a breaker for one of the same size and type without a permit. The park's own wiring and the pedestal at your lot are the park's responsibility, on the park's permit, so a bigger service for the home depends on what the park's equipment at your lot can supply. Talk to the park manager before planning one.

Is my address in Sylmar or the City of San Fernando?

It matters, because the offices and the utility change. Sylmar is City of Los Angeles, with LADBS permits and LADWP power. The City of San Fernando, on Sylmar's southern edge, has its own Building and Safety Division, and SCE supplies its electricity. Yes, once it has power.
