Working in Orange

Infinity Electrical works throughout the City of Orange on panel upgrades, EV chargers, rewiring, repairs and commercial electrical work. Permits come from the city's Building Division, and Southern California Edison owns the meter and the lines.

Orange is two towns in one when it comes to wiring. Around the Plaza, Old Towne holds what Wikipedia calls the largest National Register district in California, full of Craftsman bungalows and Spanish Revival houses. Most of the rest of the city went up quickly later on: the city's 2014 housing element, using 2007 to 2011 census survey data, put 48.4% of its homes in the 1960 to 1979 building boom and about 70% before 1980. Those decades left a lot of original panels and branch circuits that were sized long before heat pumps, induction ranges and home chargers.

Census survey figures for 2020 to 2024 put the owner-occupied rate at 56.7%, so in Orange the person planning an upgrade is more often the resident owner than a landlord. Infinity Electrical Inc. (CSLB #1100231) looks at the house, the panel and the meter location in person before writing the estimate. Customer assistance is available in English and Spanish.

What's common in Orange homes

Old Towne's early houses, the 1960s tracts and Eichlers, mobile homes and a large medical and university economy each shape the electrical work in Orange.

  • Old Towne houses. The National Park Service record for the district lists Craftsman bungalows, Mission and Spanish Revival and Classical Revival buildings, with periods of significance from 1875 to 1949. The 2014 housing element notes that most of the city's pre-1939 homes are in the historic district. Houses of that age can still have original wiring, small services and meters on the front wall, and rewiring is routed to keep the street side unchanged.
  • 1960s and 1970s tracts. Nearly half of Orange's housing dates from these two decades, and some of these homes may still have their original panel. Adding a charger, a heat pump or a kitchen remodel usually starts with a load calculation to see whether the service can take it.
  • Eichler homes. Preserve Orange County counts nearly 350 Eichler houses in three tracts, Fairhaven, Fairmeadow and Fairhills, built in the early 1960s. Their open plans and exposed ceilings leave little attic space for new wiring, so circuits are planned around the structure rather than through it.
  • Mobile homes. The 2014 housing element cites a state Department of Finance estimate of 1,222 mobile homes in the city in 2012. HCD is the enforcement agency for mobilehome parks unless a city or county takes that role on with HCD's approval, and we confirm which office applies to a park before work starts.
  • Hospitals, campus and retail. The city's 2023 financial report, as summarized on Wikipedia, names UCI Medical Center, Children's Hospital of Orange County, St. Joseph Hospital and Chapman University as its largest employers, and The Outlets at Orange is a large outdoor shopping and entertainment center. The medical offices, shops and restaurants around them are where tenant lighting, circuit and panel work comes up.

Permits and power in Orange

Orange (ZIP codes 92865 to 92869) is an incorporated city with its own Building Division. The same ZIP codes can include unincorporated county land: a 2024 Orange County LAFCO report lists El Modena, North El Modena, Olive Heights, Lincoln-Glassell, Santiago Creek and Orange Park Acres as county areas in Orange's sphere. A permit there comes from the County of Orange's OC Development Services rather than from the city, so we confirm the jurisdiction from the parcel before quoting. Villa Park, which the city surrounds, is a separate city again.

Permits. The City of Orange Building Division takes permit applications only through its Civic Portal, where contractors and owners set up an account before applying. For permitted work such as a service change or a new charger circuit, we coordinate the application and the inspection as part of the job.

SCE's side. Orange is in Southern California Edison territory, and the city is not a member of the Orange County Power Authority, whose members are Buena Park, Fullerton, Irvine and Fountain Valley, so SCE normally supplies the power as well as delivering it. SCE lists a panel upgrade, or a meter spot for an existing service, among the requests made through its Building, Renovation and Project Planning Portal, while removing or relocating SCE equipment is requested by phone. SCE also describes a Common Facility Cost Treatment Program that can help eligible customers with utility-side costs of a service upgrade; we check whether a job might qualify rather than assume it.

Old Towne design review. Orange has three overlapping historic districts around the Plaza: the National Register Plaza Historic District, the National Register Old Towne Orange Historic District and the larger local Old Towne district. The city's Historic Preservation Design Standards say mechanical equipment shall be located in areas not visible from the street, attached in the least invasive way and screened from view, and they send new or replacement mechanical equipment through Minor Design Review, which Planning Division staff usually approve administratively. Interior-only work is exempt. The standards do not name electric meters or service panels, so before we move a meter, add exterior conduit or set a charger on a street-facing wall in Old Towne, we ask the city's planners how they will treat it.

Fire hazard areas. The State Fire Marshal's March 2025 recommended map shows about 3,614 acres of the city's local responsibility area as Very High fire hazard, up from 2,966 acres on the 2011 map. The City Council introduced Ordinance No. 07-25 to adopt that map on May 13, 2025, with the second reading on its May 27 agenda.

The permits and utilities guide explains the whole picture for the three counties we serve.

Around Orange

Orange sits between Santa Ana and Anaheim, and it surrounds Villa Park. Santa Ana, Tustin, Garden Grove and Villa Park each have their own building department and are SCE territory like Orange. Anaheim is the exception: the city runs Anaheim Public Utilities, which it calls the only municipal electric utility in the county, so a panel upgrade there follows APU's process instead of SCE's. The county islands around Orange, including Orange Park Acres and El Modena, are permitted by the County of Orange.

Questions people ask

Who supplies electricity in the City of Orange?

Southern California Edison. Orange is in SCE's territory and is not a member of the Orange County Power Authority, so SCE normally both supplies and delivers the power, and any service upgrade goes through SCE's project portal. See panel upgrades.

How do electrical permits work in Orange?

The City of Orange Building Division accepts permit applications only through its Civic Portal. Work such as a service change or a new charger circuit is permitted and inspected, and we coordinate both as part of the job.

My house is in Old Towne. Does moving the meter or panel need design review?

It may. Orange's Historic Preservation Design Standards send new or replacement mechanical equipment through Minor Design Review and want it out of view from the street, but they do not mention electric meters by name, so we check with the city's planners before any change on a street-facing wall. Interior work such as rewiring is exempt from that review.

I live in Orange Park Acres or El Modena. Is that the City of Orange?

Not necessarily. A 2024 Orange County LAFCO report lists Orange Park Acres, El Modena, North El Modena, Olive Heights and other areas as unincorporated county land in Orange's sphere, so permits there come from the County of Orange. We confirm the jurisdiction from your parcel before the estimate.

Can you add an EV charger to a 1960s Orange tract home?

Usually, yes, after a load calculation shows whether the original panel can carry it. If it cannot, the options are a load management device or a panel upgrade with SCE's request coordinated. See EV charger installation.

Do you work on Eichler homes in Orange?

Yes. Orange has nearly 350 Eichlers in the Fairhaven, Fairmeadow and Fairhills tracts, and their exposed ceilings limit where new wiring can run, so we plan each circuit route before quoting.
