Infinity Electrical is a licensed electrical contractor doing panel and service upgrades, EV charger installs, rewiring, repairs and commercial electrical work in Garden Grove. Permits come from the City of Garden Grove's Building and Safety Division at City Hall, and Southern California Edison is the utility: it owns the lines and meter and, because Garden Grove is not an Orange County Power Authority member, it also supplies the power by default.
Garden Grove dates to 1874, when Alonzo Cook bought farmland here and suggested the name for the school and village, but most of today's city is younger than that suggests. The city's own history says the postwar real estate boom brought its largest growth and that Garden Grove was called the fastest-growing city in America in the late 1950s. Residents voted to incorporate in 1956, and the Orange County Historical Society's account says the new city approved 25 annexations in its first year, bringing in farmland that soon became tract housing. A house from that era was wired for a few lights, a range and maybe a window unit; it was not wired for a car charger, central air, a heat pump water heater and a backyard ADU on the same service.
The city is now home to about 172,000 people according to the 2020 Census, and Census survey figures for 2020 to 2024 put the owner-occupied rate at 53.1%, so close to half of homes are rented. The housing element counts 48,504 housing units in 2021, roughly two-thirds of them single-family homes, about 31% multifamily and 3.4% mobile homes. Infinity Electrical Inc. (CSLB #1100231) works with owner-occupants, landlords and businesses alike, and the estimate starts from the existing panel, the meter and the loads being planned. Customer assistance is available in English and Spanish.

What's common in Garden Grove homes
Garden Grove is mostly a city of postwar single-family tracts, with apartments, a sizeable mobile home population and busy commercial corridors mixed in, and each of those calls for different electrical work.
1950s and 1960s tract houses. The tract homes that filled the former farmland after incorporation are now around 60 to 70 years old. Houses of that age can still have the original service size, a small number of circuits and two-prong outlets in the bedrooms, so adding air conditioning, an induction range or a charger usually starts with a load calculation and often ends with a panel upgrade. Our post on heat pumps, induction and panel upgrades walks through that decision.
ADUs and added living space. The city runs its own ADU pages and a pre-approved ADU program, GoExplore. A backyard unit or garage conversion adds a kitchen, heating and cooling and sometimes a second meter or a subpanel, and whether the existing service can carry it is one of the first things to settle.
Rentals and apartments. With close to half of households renting and about 31% of units in multifamily buildings, rental property is a big part of the picture for landlords and property managers: tripping breakers, missing GFCI protection, tired kitchen and laundry circuits, and parking-lot chargers under the multi-unit EV checklist. The housing element also notes 458 units the city's building and code enforcement staff considered in need of replacement or substantial rehabilitation in 2020.
Mobile homes. The housing element, using state Department of Finance figures, counts 1,628 mobile homes in Garden Grove, about 3.4% of the housing stock, and allows mobile home parks in the R-3 zone. California's Department of Housing and Community Development is the designated enforcement agency for mobilehome parks unless a city or county has taken that on with HCD's approval, so we confirm which agency inspects a given park before work starts.
Commercial corridors. The city describes Little Saigon and OC Koreatown as its busy commercial districts; the Little Saigon business district is centred on Bolsa Avenue and shared with Westminster, and OC Koreatown is a roughly two-mile stretch of Garden Grove Boulevard that the City Council renamed in 2019. Brookhurst Place, which the city calls its largest residential and commercial mixed-use development, sits in OC Koreatown. Restaurants, markets and salons along these streets typically need dedicated equipment circuits, lighting and sometimes panel changes when a space turns over.
The Grove District. Garden Grove's resort area, the Grove District Anaheim Resort, is a cluster of hotels the city places about a mile from the Disneyland Resort, with more than 3,600 rooms and over 105,000 square feet of event space between them. Even though the name says Anaheim, these properties are on the Garden Grove side, so the city's permits and SCE's service apply rather than Anaheim's utility.
Permits and power in Garden Grove
Garden Grove (ZIP codes 92840, 92841, 92843, 92844 and 92845) is an incorporated city with its own Building and Safety Division. It has no county islands of its own: neither Orange County LAFCO's January 2024 report on unincorporated areas nor its June 2026 island report lists one associated with Garden Grove. Neighbouring cities are a different story, since Stanton and Westminster both have unincorporated pockets that the County of Orange permits, so near the Stanton and Westminster edges we check the parcel, not just the mailing address, before quoting.
Permits. The Building and Safety Division takes new applications for residential, commercial and engineering permits through the city's Development Access website, which the city's EV page calls its GG READY portal, and inspections are requested online through the Online Building Permit Application. A short list of simple permits, including electric service upgrades and temporary power poles, can be applied for and paid online by owners or contractors. The city's permit FAQ notes one condition on the service upgrade: an Edison SR number is required, so the SCE service request has to be opened before the online permit application can go in. We coordinate those two steps in the right order as part of the job.
An expedited path for EV chargers. Garden Grove's EV Charge page says a Level 1 charger that plugs into a standard 120-volt outlet needs no permit as long as the electrical system is not changed to provide that outlet, while a Level 2 charger on a new 240-volt circuit usually needs an electrical permit and a showing that the service can carry the added load. For a single-family home, the application and the city's Single-Family Residential Eligibility Checklist for expedited permitting are uploaded through the GG READY portal, and the technical review is limited to health and safety. Apartment buildings and commercial sites need a combined building and electrical permit with a scaled site plan, a single-line diagram and a load calculation worksheet. The city says staff review submittals within ten business days. If the home is in an HOA, the association may need to approve the charger before the permit is issued.
Who supplies the power. Garden Grove is SCE territory, and unlike Fullerton, Buena Park or Irvine it does not appear on the Orange County Power Authority's member list, so most accounts here get both delivery and generation from SCE. SCE describes itself as the company that reads meters, maintains the lines and responds to outages even where a community choice program supplies the energy. For a service upgrade or meter spot on an existing connection, SCE's Building, Renovation and Project Planning Portal is where the utility's side starts, and moving or removing SCE equipment is requested by phone.
Historic areas. Garden Grove does not have a large set of historic districts with design rules for houses. The housing element describes a Historical-Cultural Overlay Zone that the city may apply to historic properties in the future but that currently has no base zones attached, and says the old Main Street Historical-Retail standards were folded into the CC-2 zone along Main Street between Acacia Parkway and Garden Grove Boulevard in 2012. For work on a storefront or a mixed-use building there, we check with Planning before changing anything on the street side.
The sharpest contrast is Anaheim, to the north: Anaheim Public Utilities says it runs the only municipal electric system in Orange County, so a service upgrade there goes through the city's utility instead of SCE, even though the Grove District hotels just across the line are SCE customers. Santa Ana, Orange, Westminster, Stanton, Fountain Valley and Cypress each issue their own permits and are SCE territory like Garden Grove, although OCPA lists Fountain Valley as coming soon, which would change its default supplier but not its wires utility. Stanton and Westminster also have unincorporated county pockets (Westminster's Bolsa-Midway area alone is close to 300 acres, and Midway City is an unincorporated community mostly surrounded by Westminster), where the County of Orange is the permit office. Little Saigon itself spans the Garden Grove and Westminster line, so a shop's address tells you which city to file with only once the parcel is checked.

Questions people ask
Why does Garden Grove ask for an Edison SR number on a service upgrade permit?
Because the city's permit FAQ lists “Edison SR# required” for electric service upgrades applied for online, so the SCE service request number has to exist before the city application. That means SCE's side of the job is opened first, then the city permit, the work and the inspection follow. We coordinate both as part of a panel upgrade.
Is Garden Grove part of the Orange County Power Authority?
No, Garden Grove does not appear on OCPA's list of member communities, so Southern California Edison is the default power supplier as well as the company that owns the lines and meter. Nearby Fullerton, Buena Park and Irvine are members, so their default generation supplier is different. Either way, the utility work on a service upgrade is SCE's.
How do I get an EV charger permit in Garden Grove?
For a single-family home, the application and the city's Single-Family Residential Eligibility Checklist are uploaded through the GG READY portal for expedited review, which the city says takes up to ten business days. A Level 1 charger plugged into an existing outlet needs no permit, as long as no electrical changes are made for it. Apartments and businesses file a combined building and electrical permit with a site plan and load calculation; see EV charger installation.
My Garden Grove house was built in the 1950s. Does it need a new panel for a charger or air conditioning?
Often, but not always: the answer comes from a load calculation on the existing service, which is the same thing the city's EV checklist asks you to show. A postwar tract home on its original service has little room to spare, so adding a big load frequently means an upgrade. Our post on EV chargers on a 100-amp panel explains the options.
Is my address in Garden Grove or in unincorporated county land?
Very likely the city: Orange County LAFCO's reports list no county islands associated with Garden Grove. The exceptions come near Stanton and Westminster, which both have unincorporated pockets permitted by the County of Orange; along the Little Saigon stretch the question is usually Garden Grove or Westminster instead. Either way, we confirm the parcel before the estimate.
Is a Grove District hotel served by Anaheim's utility?
No, the Grove District Anaheim Resort hotels are in Garden Grove, so the City of Garden Grove issues the permits and SCE provides the electric service, despite the Anaheim name. Across the city line, Anaheim Public Utilities serves Anaheim properties. See commercial electrical work.
