Working in Westminster

Westminster began as a church settlement, not a suburb. The city's history page says the Reverend Lemuel P. Webber founded it as Orange County's second Presbyterian temperance colony and named it for the Westminster Assembly of 1643; Wikipedia puts the founding in 1870. Farming kept the town small for decades. After the Second World War many servicemen who had trained in Southern California stayed, and the population went from about 2,500 in 1942 to nearly 10,800 in 1956.

Incorporation came in 1957, when voters approved a new city joining Westminster and Barber City by 1,096 votes to 1,008; Midway City was part of the original plan but pulled out and is still unincorporated. Growth kept going after that: census counts show 33,663 residents in 1960 and 60,076 in 1970. A house built during that run was wired for a much smaller list of appliances than a household runs today.

Infinity Electrical Inc. (CSLB #1100231) works with Westminster homeowners, landlords, mobile home owners and shopkeepers. Each estimate starts with the existing service, the panel and the loads the customer is planning, and the city permit and Edison's part of the job are coordinated where the work needs them. Customer assistance is available in English and Spanish.

What's common in Westminster homes

Westminster is a dense city of about 91,000 people in close to 28,000 households, split almost evenly between owners and renters: Census Bureau estimates for 2019 to 2023 put the owner-occupied rate at 52.2 percent, with about 3.2 people per household.

  • Houses from the boom. The city counted 33,663 residents in 1960 and nearly twice that by 1970, and a city consolidated plan from the mid-1990s already described Westminster as a mature community and pointed to the need to maintain housing as it aged. Houses from that period can still have small services, ungrounded circuits and panels that have been extended more than once. Adding central air, an induction range or a charger usually begins with a load calculation, which decides between a new circuit and a panel upgrade.
  • Full households. With more than three people in the average home, kitchens, laundry rooms and bedrooms carry more load than the original wiring planned for. Breakers that trip when the microwave and a space heater run together are a common sign; tracing the circuit comes before replacing anything.
  • Rentals and small apartment buildings. Nearly half of Westminster's occupied homes are rented. The city's housing element includes programs to fund repairs on lower-income multifamily rental units and to bring substandard homes up to code. For landlords the work tends to be GFCI protection, replacing worn outlets and switches, separate circuits for laundry and air conditioning, and meter and panel work where several units share a service.
  • Mobile home parks. Westminster has mobile home parks: the city has said that a 2010 section of its municipal code protects park residents, and its housing element keeps a mobile home park conversion ordinance that requires a conversion impact report before a park can be closed. The same housing element reports renovations on 34 mobile homes for lower-income households in the previous planning period. Electrical work in a park can involve the home's own panel and feeder as well as the park's distribution, and the state housing department, not the city, is the default enforcement agency for parks, so ownership of the equipment and the inspecting agency are confirmed first.
  • Little Saigon. Westminster's Little Saigon is the heart of the largest Vietnamese community outside Vietnam, centered on Bolsa Avenue. Wikipedia describes a Little Saigon tourist commercial district bounded by Westminster Boulevard, Bolsa Avenue, Magnolia Street and Euclid Street, and a city page on the district counts more than 700 businesses there. Restaurants, bakeries, salons, shops and offices in older strip centers are where tenant improvements, kitchen equipment circuits, signage and lighting, and three-phase service come up.
  • New housing on old commercial land. Mixed-use projects are replacing some of the city's retail. A 200-apartment project with ground-floor shops broke ground at Bolsa Avenue and Brookhurst Street in 2020, and Westminster Mall, south of the 405 between Goldenwest Street and Edwards Street, closed in late 2025. Its new owner plans to replace it with housing, a hotel and new retail. Large projects arrive with engineered electrical designs; the work around them is in the older homes and storefronts nearby, which see more load as the area fills in.

Permits and power in Westminster

Westminster (ZIP codes 92683 to 92685) issues its own building permits. The Community Development Department is responsible for building construction regulation, and its Building Division issues building permits and has plan check and inspection staff. Unincorporated Midway City sits mostly inside Westminster's boundaries, so a property can be surrounded by the city without being in it; the parcel, not the mailing address, decides which office issues the permit.

Westminster Build. The city runs permit work through an online portal it calls Westminster Build, described as a one-stop shop for development and permit applications. Applicants can check plan and permit status, pay invoices and see the day's inspection schedule, and the public can search existing permits, plans and inspections. The Building Division's application forms page also points to the fee schedule the City Council adopted for Community Development, in effect since September 1, 2025. For a job that needs a permit, the application, fees and inspection are coordinated as part of the work.

Chargers for businesses and apartments. Westminster publishes an eligibility checklist for expedited electric vehicle charging station permits at non-residential buildings. When a project meets every item, plan review starts the day after submittal and takes up to 3 business days; other charging projects take up to 10 business days. The checklist asks for a load calculation, a site plan signed off by the Planning Division, a separate electrical plan with a single-line diagram, and the existing panel's amperage, location and spare breaker space, and it requires the electrical plans to be stamped and signed by a California electrical engineer or a C-10 contractor. It also states that approval is not subject to a homeowners association.

Solar is on its own track. Under state law Westminster offers automated permitting for eligible rooftop solar on homes through SolarAPP+ and the city's permit software, as its solar permit page explains. Infinity Electrical does not install solar; on a house that already has panels on the roof, a panel change, charger or new circuit is planned around the existing system.

Edison's part. Southern California Edison serves Westminster and owns the lines and the meter. SCE takes panel upgrade and meter spot requests for an existing service through its Building, Renovation and Project Planning Portal, so a panel replacement or service upgrade has an Edison step as well as a city inspection, and the two are lined up in order. A new circuit or fixture that fits on the panel the house already has stays on the customer's side of the meter.

The permits and utilities guide explains the whole picture for the three counties we serve.

Around Westminster

Westminster is boxed in by other jurisdictions. Garden Grove wraps around its north and east sides and shares Little Saigon with it; Huntington Beach and Fountain Valley lie to the south, and Seal Beach to the west. Each of those cities runs its own building department. Midway City, in the middle of Westminster, is unincorporated county land with no city government of its own, so its permits do not come from Westminster at all. Santa Ana is a short distance east, past a narrow strip of Garden Grove. Before writing an estimate near any of these lines, the jurisdiction is checked against the parcel.

Questions people ask

Who issues electrical permits in Westminster?

The City of Westminster Building Division, part of the Community Development Department, issues electrical permits and inspects the work. Applications, status checks and invoice payments go through the city's Westminster Build portal, and the permit and inspection are coordinated as part of the job.

My address is near Midway City. Does Westminster issue my permit?

Only if the parcel is inside Westminster's city limits. Midway City is an unincorporated community surrounded mostly by Westminster, and building permits there come from OC Development Services, part of OC Public Works, so two houses on the same street can have different permit offices. The jurisdiction is confirmed from the parcel before the estimate.

How long does an EV charger permit take for a business in Westminster?

Up to 3 business days of plan review, starting the day after submittal, if the project meets every item on the city's expedited checklist for non-residential charging stations; otherwise review can take up to 10 business days. The checklist needs a load calculation, a site plan signed off by the city's Planning Division and a single-line diagram, with the electrical plans stamped and signed by a California electrical engineer or a C-10 contractor, all of which go into planning a commercial EV charger installation here.

Is Westminster part of the Orange County Power Authority?

No, Westminster is not listed among the authority's member cities, so Southern California Edison supplies and delivers the power. Fountain Valley, next door, is a member with service starting in 2027. Either way, Edison owns the meter, so a panel upgrade involves an SCE request alongside the city permit.

Do you do electrical work in Westminster mobile home parks?

Yes, Infinity Electrical takes on repairs, added circuits and panel work for mobile home owners, residents and park operators in Westminster. Because a park's electrical system is partly shared, the line between the home's equipment and the park's is confirmed first, along with the inspecting agency. Details are on the mobile home electrical page.

Can you wire a new restaurant or shop in Little Saigon?

Yes, tenant improvements for restaurants, bakeries, salons and stores along Bolsa Avenue are part of the commercial work done in Westminster. The job starts with what the existing service can supply, since kitchen equipment and some HVAC units need dedicated or three-phase circuits; the commercial electrical page covers that kind of tenant work.
