What's common in Westlake Village homes

Because the community went up within a couple of decades, its electrical issues arrive street by street rather than house by house.

  • Late-1960s and early-1970s homes. The CPSC estimates that about two million American homes were wired with aluminum branch circuits between 1965 and 1973. If your house dates from those years, it's worth having an electrician check a few outlets and switches. The CPSC's recognized permanent repairs are new copper circuits, or COPALUM crimp or AlumiConn connectors at each connection.
  • Original panels. Equipment from the 1960s to 1980s, some of it with breakers that are no longer made, and capacity that is tight for an EV plus a heat pump. A load calculation tells you whether you need a bigger service or only a new panel.
  • Associations. The housing element notes that all but one of the city's neighborhoods are governed by CC&Rs, so a charger, a relocated panel or a battery on an outside wall usually needs the association's approval as well as the county permit.

Permits and power in Westlake Village

Westlake Village (ZIP codes 91361, 91362, shared with the Thousand Oaks side) is the Los Angeles County third of the original Westlake development; Thousand Oaks annexed the Ventura County side, and the county line runs through the lake. Which side your house is on decides who issues the permit.

Permits in the city come from Los Angeles County Public Works, Building and Safety, which serves Westlake Village under contract with the city. Since April 1, 2024, Westlake Village applications have been filed on the county's EPIC-LA online system. On the Thousand Oaks side of the community, the City of Thousand Oaks Building Division issues permits instead, under its own process. Oak Forest Estates is a mobilehome park; work on a home there, or on the park's own system, is permitted through the state Department of Housing and Community Development or the park's enforcement agency, not the county.

Power comes from Southern California Edison on both sides of the line, with Clean Power Alliance as the default supplier in both cities. SCE is involved only when the service changes: a panel upgrade is requested on SCE's online project portal (moving SCE equipment is requested by phone), SCE reviews it and visits, and the meter is set once the county, or Thousand Oaks, has inspected the work.

Thousand Oaks, including Newbury Park and its two-thirds of the Westlake community, is in Ventura County with its own Building Division. Oak Park is unincorporated Ventura County, permitted by the county's Resource Management Agency, Building and Safety. Agoura Hills and Calabasas have their own building departments, and Hidden Hills contracts its building and safety work to Transtech. All are SCE territory.

Who issues building permits in Westlake Village?

Los Angeles County Public Works, Building and Safety, under contract with the city; we file the electrical permit and meet the inspector. On the Thousand Oaks side, the City of Thousand Oaks issues it.

Am I in Westlake Village or Thousand Oaks?

The Westlake name covers both, so the address alone may not settle it. The city of Westlake Village is the roughly 3,456-acre Los Angeles County part of the original development; Thousand Oaks annexed the 8,544 acres on the Ventura County side in 1968 and 1972, and the county line even crosses the lake. Your property tax bill shows the county, and we confirm it before quoting.

Does my HOA have to approve an EV charger?

It usually gets a say, since all but one neighborhood here has CC&Rs. Under California Civil Code section 4745 an association can set reasonable rules but cannot effectively prohibit or unreasonably restrict a charger; it must handle the application like any architectural request, and an application not denied in writing within 60 days is deemed approved. If the charger goes in a common or exclusive-use common area, the owner must use a licensed contractor and provide proof of liability coverage within 14 days of approval. My house is from the late 1960s. Could it have aluminum wiring?

It could. Aluminum branch wiring was used in homes built from about 1965 to 1973, and most of Westlake Village was built in the 1960s and 1970s. Warning signs include warm cover plates, flickering, or a burnt smell at an outlet; if you notice one, stop using that circuit, switch it off at the breaker if you can do so safely, and don't take outlets apart to look. In an unfinished garage or attic, the cable jacket may be marked AL. We check a sample of devices on the site visit and explain the repair or rewiring options.
