Thousand Oaks covers more ground than its name suggests. Newbury Park, about 40 percent of the city's land, is mostly inside city limits, and so is the Ventura County side of Westlake, along with North Ranch and Dos Vientos. Most of it was built in one long run from the late 1950s into the 1980s, so a house that has never had its service changed is carrying today's air conditioning, kitchens and cars on equipment chosen before any of them.

What's common in Thousand Oaks homes

Thousand Oaks is largely built out within the valley, and about seven in ten homes are owner-occupied.

  • Post-war houses in the original valley. The homes of the 1950s and 60s boom are the ones most likely to still have a small original service, and to have collected additions, converted garages and spa circuits since. Replacing such a service, up to 200 amps, has its own permit type in the city.
  • Westlake and North Ranch. Westlake was planned in the 1960s as a 'city in the country' around a private lake. Larger houses, pools and landscape lighting are the norm, and where a street has a homeowners association, its approval for exterior equipment comes before the city permit.
  • Newbury Park and Dos Vientos. Newbury Park runs cooler than the rest of the city, with ocean air through the passes, and Dos Vientos is its newest large development. Casa Conejo and Ventu Park share the Newbury Park name but are unincorporated, so Ventura County permits them.
  • Lots that end at the open space. Many back fences face brush. Outdoor outlets, lighting and equipment here should be rated for weather and installed with defensible space in mind.

Permits and power in Thousand Oaks

Thousand Oaks is an independent city in Ventura County (ZIP codes 91320, 91359 to 91362). Its eastern edge is the Los Angeles County line, where the City of Westlake Village begins, so a Westlake address can sit in either city, and the permit follows the city line rather than the neighborhood name.

Permits come from the City of Thousand Oaks Community Development Department, Building Division, on Thousand Oaks Boulevard, for Newbury Park, North Ranch and the Thousand Oaks side of Westlake along with the rest of the city. Applications and inspection requests run through the city's TO/24 portal. The city lists replacing an electric service of up to 200 amps as its own permit type, and a home EV charger needs only an electrical permit, with a load calculation on the city's worksheet when it's needed.

Power is delivered by Southern California Edison, which approves, disconnects and reconnects any change to the service; chargers, circuits and lighting on the existing service don't involve SCE. SCE also switches circuits off in Red Flag winds: on 19 January 2021 it cut power to more than 7,000 Thousand Oaks customers as a precaution.

Around Thousand Oaks

Westlake Village, across the county line, is a separate city in Los Angeles County, where Los Angeles County Public Works issues permits under contract with the city. Agoura Hills, just beyond it, is also a Los Angeles County city with its own Building and Safety Division. Oak Park, between Thousand Oaks and Agoura Hills, is unincorporated Ventura County, permitted by the County's Resource Management Agency Building and Safety. Simi Valley, Moorpark and Camarillo are separate Ventura County cities with their own building departments. All of them are SCE territory.

Is my Newbury Park or Westlake home permitted by Thousand Oaks?

Most likely, but it's worth checking. Newbury Park is mostly inside city limits, apart from unincorporated pockets such as Casa Conejo and Ventu Park, which Ventura County permits. Westlake is split by the county line: the Ventura County side was annexed to Thousand Oaks, while the Los Angeles County side became the City of Westlake Village. We confirm the jurisdiction from the parcel before quoting.

Does a home EV charger in Thousand Oaks need more than an electrical permit?

No. The city's guidance is that a new residential installation needs only an electrical permit, with a load calculation on the city's worksheet when it's needed; commercial charging stations need a separate permit with site and electrical plans. My bill says Clean Power Alliance. Who handles a panel upgrade?
