Working in Los Feliz

Los Feliz sits where the eastern end of the Santa Monica Mountains drops to the flats of central Los Angeles. It covers roughly 2.6 square miles, and Mapping L.A. draws its borders as the Griffith Park line on the north, the Los Angeles River on the east, Hyperion Avenue and Griffith Park Boulevard to the southeast, Fountain Avenue and Hollywood Boulevard to the south, and Western Avenue, Los Feliz Boulevard and Fern Dell Drive on the west. The land was once Rancho Los Feliz, and Griffith J. Griffith, one of its later owners, gave the city the acreage that became Griffith Park in 1896. The neighbourhood's single ZIP code is 90027.

City Planning treats Los Feliz as part of the Hollywood Community Plan Area, together with Hollywood, East Hollywood, Griffith Park and other communities, and its 2020–2024 profile of that whole plan area counts about 114,000 housing units. Roughly 27% were built in 1939 or earlier and about three-quarters before 1980; about 81% are in buildings with more than one unit, and about 81% of occupied homes are rented. Those numbers describe the larger plan area, not Los Feliz alone, and the hills above Los Feliz Boulevard hold far more single-family houses than the average suggests. City Planning's own description of the plan area puts it simply: single-family neighbourhoods mainly in the hills, multi-family neighbourhoods concentrated in the flatlands to the south.

Infinity Electrical takes on troubleshooting and repairs, panel and service upgrades, rewiring, lighting, outlets and new circuits, and EV charger circuits for houses, condos, apartment buildings, restaurants and shops in Los Feliz, from Laughlin Park and the Los Feliz Hills down to the Vermont Avenue and Hillhurst Avenue storefronts. What's common in Los Feliz homes

City Planning's historic resources survey for Hollywood singles out Los Feliz for its 1920s growth, and the houses and apartment buildings from that decade still set the tone of the neighbourhood, from the hills to the flats.

  • Period Revival houses. The survey records Spanish Colonial Revival, Tudor Revival and Mediterranean Revival houses in districts such as Los Feliz Heights and Los Feliz Square, and notes that some of the area's more elaborate Spanish Colonial houses are the work of architects such as Paul Williams and Wallace Neff. A house of that era may have had its original service replaced once, more than once or never, and often carries circuits added by several owners. We start by tracing what feeds what, then decide whether a full rewire or selected circuit replacement makes sense.
  • Hillside streets. Above Los Feliz Boulevard the streets follow the slopes up toward Griffith Park, and some houses are reached by long driveways or narrow, winding lanes. The Ennis House, for one, has a single access road. Long runs, retaining walls and garages on a different level from the house all go into the plan for a panel move or a charger circuit.
  • Landmark and architect-designed houses. Wright's Ennis House is built of concrete textile blocks reinforced with steel rods and was damaged in the 1994 Northridge earthquake; Neutra's 1929 Lovell Health House is an International Style landmark. Few homeowners live in a monument, but many Los Feliz houses share the same problem on a smaller scale: masonry, plaster or exposed structure that leaves little room to hide new wiring, so routes are planned before anything is opened.
  • 1920s apartments and courts. The survey identifies a Los Feliz Square multi-family district with a period of significance from 1922 to 1951 and a separate Los Feliz Boulevard multi-family district. Older apartment buildings bring meter banks, a house panel for common lighting and laundry, and small unit panels; shutdowns are scheduled with the owner or manager and tenants are told ahead of time.
  • Streetcar-era storefronts. Streetcar lines once ran along Los Feliz Boulevard and Hillhurst Avenue, and the survey records 1924 streetcar-era commercial buildings on Hillhurst and the 1934 Los Feliz Theater on Vermont. Restaurants, cafés and shops in these older buildings are where lighting retrofits, kitchen equipment circuits and tenant-improvement wiring come up.
  • Next to Griffith Park. The park, a Historic-Cultural Monument of more than 4,000 acres, wraps the neighbourhood's northern edge. Houses backing onto it or onto canyon brush are the ones where outdoor lighting, exterior outlets and anything mounted outside are planned with the fire-zone status of the parcel in mind.

Permits and power in Los Feliz

Los Feliz (ZIP 90027) lies wholly inside the City of Los Angeles, so the LADBS and LADWP steps described below apply from Griffith Park down to Fountain Avenue. Its neighbours on three sides, Silver Lake, East Hollywood and Hollywood, are City of Los Angeles too. The exception is across the river: past Atwater Village, the City of Glendale runs its own permit counter and Glendale Water and Power is the utility, so an address near the river is worth confirming before anyone assumes which agency applies.

Hillside lots. City Planning's environmental report for the Hollywood plan places Griffith Park and the Los Feliz neighbourhood in the eastern Santa Monica Mountains portion of the plan area and directs new growth away from the hillsides. On a lot inside the city's designated Hillside Area, the Baseline Hillside Ordinance applies, and City Planning says that is shown as ZI-2462 in the city's ZIMAS property profile. Those rules mostly govern building size and grading rather than wiring, but on a hillside street the slope still shapes an electrical job: where LADWP's service drop lands, how far the panel sits from the garage, and how many levels a new circuit has to climb. We map that route on the first visit before pricing a service upgrade or an EV circuit.

Fire zone. The Los Angeles Fire Department names Los Feliz among the communities that include portions of the city's Very High Fire Hazard Severity Zone, where brush clearance extends up to 200 feet from structures unless the Fire Chief specifies otherwise. LAFD's Fire Zone Map is the way to check a particular parcel, and LAFD noted in April 2025 that CAL FIRE had issued new recommended hazard maps for the city, which state law requires the city to adopt by ordinance. We don't guess a lot's status from its street. When an upgrade is part of an addition or rebuild on a canyon-side lot, the fire-zone question belongs to the overall project and is best settled by the designer early.

Designated monuments. Los Feliz has a long list of individually designated Historic-Cultural Monuments, among them Frank Lloyd Wright's Ennis House on Glendower Avenue, Richard Neutra's Lovell Health House on Dundee Drive, Lloyd Wright's Sowden House on Franklin Avenue, and the 1924 Los Feliz Heights Steps. City Planning says designation brings Cultural Heritage Commission review of proposed exterior and interior alterations, with Office of Historic Resources staff approving work before alteration permits are issued. On a monument, we raise that review at the start, because a new meter location, exterior conduit or replacement fixtures can all be alterations.

Permits come from the Los Angeles Department of Building and Safety (LADBS). A new circuit, an EV charger, a sub-panel or a panel replacement is permitted work, and LADBS will not send an inspector until the permit is issued. We pull it under our license and meet the inspector at the end.

Power comes from the Los Angeles Department of Water and Power (LADWP), not Southern California Edison. For repairs, lighting, new outlets and a charger that fits on the existing panel, LADWP is not involved. For a panel or service upgrade it is: the job starts with LADWP's free meter spot, where an Electric Service Representative visits within five to fifteen business days, confirms where the new equipment may go and leaves a sketch at the job (single-family services up to 320 amps can be requested online). When only the meter needs setting, LADWP says that generally happens within ten working days. If the existing LADWP service can carry the new load there are generally no LADWP charges; work in the street, on a transformer or on the lines can add cost and time, and we find that out before you commit.

The permits and utilities guide explains the whole picture for the three counties we serve.

Around Los Feliz

Silver Lake to the southeast, East Hollywood to the south and Hollywood to the northwest are all City of Los Angeles neighbourhoods, so LADBS permits and LADWP power continue unchanged across Hyperion Avenue, Hollywood Boulevard and Western Avenue. Beyond Silver Lake, Echo Park is on LADBS and LADWP too. Atwater Village, across the Los Angeles River to the northeast, is still the City of Los Angeles, but past it the City of Glendale issues its own permits and is served by Glendale Water and Power. On the far side of Griffith Park, Burbank is another separate city with its own building division and Burbank Water and Power.

Questions people ask

Does Los Feliz get its electricity from LADWP or from Glendale Water and Power?

Los Feliz gets its electricity from LADWP, because the whole neighbourhood is inside the City of Los Angeles, and LADBS issues its electrical permits. Glendale Water and Power is the City of Glendale's utility, and Glendale begins past Atwater Village on the other side of the Los Angeles River. If a bill shows a different utility, check the address against the city boundary.

Which community plan covers Los Feliz?

Los Feliz is in the Hollywood Community Plan Area, which City Planning updated in January 2025. That plan also covers Hollywood, East Hollywood, Griffith Park and other hillside communities. For an individual lot, the ZIMAS property profile shows which zoning and overlay rules apply, including whether the Baseline Hillside Ordinance does.

Is my Los Feliz home in a very high fire hazard zone, and does that change electrical work?

Some of Los Feliz is: LAFD lists it among the communities with portions in the Very High Fire Hazard Severity Zone, and its Fire Zone Map shows whether a particular parcel is included. For most panel, circuit and lighting work inside the house, the zone changes little. It matters more for additions, rebuilds and anything built outside on a brush-facing lot, which is why we ask about it on hillside jobs.

Our house is a designated Historic-Cultural Monument. Can we still upgrade the panel or add lighting?

Yes, it can be planned, but the work is reviewed first. City Planning says alterations to a monument, inside and out, go through Cultural Heritage Commission review, with Office of Historic Resources staff approving plans before alteration permits are issued. We plan meter locations, exterior conduit and visible fixtures with that review in mind and leave original materials alone wherever another route exists.

We're leasing a restaurant space on Hillhurst. Can the existing electrical service handle a new kitchen?

Not always; it depends on the building's existing service and how it is divided between tenants, which is why we look at it before you sign the lease if possible. Many Hillhurst and Vermont storefronts are in buildings from the 1920s and 1930s, and a new cooking line, refrigeration and lighting can exceed what the space was wired for. If more capacity is needed, the upgrade is coordinated with LADWP and the building owner. Our guide to leasing a space lists questions worth asking first.
